RELATING TO TOWING. Establishes definitions of "hooked up", "scene", and "vehicle owner" to clarify when a vehicle must be released by a towing company. Permits a towing charge of $30 for difficult hookups. Specifies that a tow company is not obligated to drop a tow if the vehicle is hooked up, outside of the scene, and the tow operator is in motion. Establishes date and time stamped photo as proof of vehicle being hooked up. Effective 07/01/2050. (SD2)

Reauthorizes the counties' authority to establish a county surcharge on state tax for a limited time period, with the surcharge to be effective from 1/1/2017 to 12/31/2027, if adopted. Requires the board of directors of the transit agency constructing the locally preferred alternative for a mass transit project to conduct audits, submit annual reports to the governor and the legislature, and conduct public hearings and take testimony on the audits and reports. Allows the court to decree a forfeiture by the member, former member, or retirant of all or a portion of any interest, hypothetical account balance (in excess of the amount representing any employee contributions made by or on behalf of the member, former member, or retirant), pension, annuity, or retirement allowance that the member, former member, or retirant may otherwise be entitled to if a member, former member, or retirant is convicted of a felony and the court finds that the felony is related to the employment of the member, former member, or retirant by the State or any county. Until July 1, 2017, removes requirement related to civil service appointment for an employee who occupies an exempt position for at least one year. RELATING TO WAGES AND HOURS ON PUBLIC WORKS. For government public works construction contracts greater than $2,000, provides that overtime compensation be not less than 1‑1/2 times the laborer's or mechanic's basic hourly rate of pay plus fringe benefits and that if the department of labor and industrial relations determines that the prevailing wage is determined by a group represented by collective bargaining, then the overtime and any other premium shall be at the same rates set by the collective bargaining agreement. Amends the offense of promoting prostitution in the first degree to repeal the act of advancing or profiting from prostitution of a person less than eighteen years old. Adds the offense of sex trafficking to the list of covered offenses for which property is subject to forfeiture. Requires the office of elections to implement elections by mail in a county with a population of less than 100,000, beginning with the 2016 primary election; and in each county with a population of less than 500,000, beginning with the 2018 primary election. Beginning in 2020, requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail. Provides places of deposit for personal delivery of mail-in ballots and ensures a limited number of voter service centers in each county to remain open on the day of election to allow voters with special needs to vote and receive personal delivery of absentee, permanent absentee, and mail-in ballots. Sets the maximum amount of capital infrastructure tax credits that may be issued in any taxable year at $2,500,000 per qualified infrastructure tenant. Allows any capital infrastructure costs that would result in a tax credit in excess of the maximum amount to be applied to subsequent tax years. Requires a qualified infrastructure tenant to expend $40,000,000 within a taxable year before becoming eligible for the tax credit. Recaptures the tax credit if the qualified infrastructure tenant fails to relocate within an unspecified amount of time following the execution of a lease with the department of transportation.
