RELATING TO HEALTH. Requires birthing facilities to perform a pulse oximetry test or other medically accepted screening on newborns to screen for critical congenital heart defects. Requires birthing facilities to report certain critical congenital heart defect screening data to the Department of Health. (HB467 HD1)

RELATING TO PROCUREMENT OF PROFESSIONAL SERVICES. Authorizes the procurement policy board to adopt rules addressing situations of less than three qualified persons for procurement of professional services. Effective upon approval.

RELATING TO TAXATION. Allows counties that have adopted a 0.5% surcharge on the general excise tax to continue to levy the surcharge beyond 12/31/22 at a lower rate. Allows counties that have not yet adopted a surcharge on the general excise tax to do so at the lower rate. Surcharge to sunset on 12/31/2052. Increases the general excise tax by 0.25% to provide a dedicated funding source for the department of education. Requires that other funding sources for the department of education not drop below a minimum level.
