RELATING TO THE HAWAII STATE HOSPITAL.

Requires the department of health and Hawaii state hospital to consider certain recommendations made by the senate special investigative committee on the Hawaii state hospital and submit a written report to the legislature of its status of implementing certain recommendations prior to the regular sessions of 2016 and 2017.  Appropriates funds to the department of health for the planning and design of a new state forensic mental health hospital.  (SD1)

RELATING TO HEALTH.

Appropriates funds to continue administration of the Hawaii home visiting program, a hospital-based early identification designed to enhance health and safety outcomes and prevent child abuse and neglect, and ensure continuation of home visiting services in certain priority high-risk neighborhoods.

RELATING TO THE COLORECTAL CANCER SCREENING AND AWARENESS PILOT PROGRAM.

Establishes a two-year Hawaii colorectal cancer screening and awareness pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model.  Appropriates funds for the pilot program.  Repeals on June 30, 2017.

RELATING TO BEHAVIOR SUPPORT REVIEW COMMITTEE FOR PERSONS WITH DEVELOPMENTAL OR INTELLECTUAL DISABILITIES.

Authorizes the department of health to establish a behavior support review process to conduct multidisciplinary reviews of the restraint or seclusion of persons with developmental or intellectual disabilities.  Exempts those who participate in the reviews from liability.  (SD1)

Appropriates funds for the continued funding of Project Kealahou within the Department of Health Child and Adolescent Mental Health Division.

RELATING TO SUBSTANCE ABUSE TREATMENT.

Appropriates funds to the department of health to improve the treatment of substance abuse and co-occurring mental health disorders by establishing a comprehensive and coordinated continuum of treatment services.  Establishes within the department a task force for improving substance use disorder and co-occurring disorder treatment.  Repeals on 6/30/2017.  (SD1)

Establishes the narcotics advisory committee to recommend acceptable topics and curriculum for the continuing medical education program.  Establishes requirements for a mandatory continuing medical education program for prescribing practitioners that prescribe narcotic drugs.  (SD1)

RELATING TO SEXUAL ASSAULT.

Establishes the statewide sexual assault response system, sexual assault response teams in each county, and sexual assault victim examination protocols, including time frames pertaining to the collection, submittal, and analysis of forensic medical evidence.  Makes appropriations.  (SD1)

RELATING TO THE CREATIVE MEDIA INDUSTRY.

Assigns to the Hawaii tourism authority the responsibilities for film, television, digital, and new media development.  Repeals the film industry activities within the department of business, economic development, and tourism and makes conforming amendments.  Appropriates funds from the film, television, digital, and new media development special fund to the Hawaii tourism authority for implementation of the film, television, digital, and new media development activities.  (SD1)

RELATING TO STORMWATER MANAGEMENT.

Authorizes the counties to establish and charge user fees for stormwater management systems or infrastructure.  Effective 7/1/2050.  (SD1)

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT.

Setting the maximum amount of capital infrastructure tax credits that may be issued to a qualified infrastructure tenant in any taxable year at $2,500,000.  Allows any capital infrastructure tax credit in excess of the maximum amount to be applied to subsequent tax years.  Requires a qualified infrastructure tenant to expend $40,000,000 before the release of tax credits.  (SD1)
