RELATING TO EMERGENCY VEHICLES. Amends the definition of "emergency vehicle" in the law that requires approaching vehicles to slow and change lanes to include sheriff division vehicles, Hawaii emergency management agency vehicles, and county emergency management vehicles. (HB436 HD1)

RELATING TO CROSSWALKS. Requires installation of a marked crosswalk at newly constructed, reconstructed, resurfaced, or renovated intersection of two arterial streets. (HB562 HD2)

RELATING TO PRIVATE ROADS. Requires the counties to accept the surrender of a private road in cases where there has been an absence of any act of private ownership over the road for five years. Exempts the State and counties from performing any maintenance on a surrendered road and from liability arising from use of the road until the State or county performs maintenance work on the road. RELATING TO TAXATION. Removes the authority of the City and County of Honolulu to collect county surcharges on state tax under Act 247, Session Laws of Hawaii 2005, beginning on January 1, 2016. Allows all counties, including the City and County of Honolulu, to adopt ordinances allowing for county surcharges on state general excise and use taxes at a .25 per cent rate, beginning January 1, 2017. Amends the administrative fee for the collection of a county surcharge by the State. (HB134 HD1)
