RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates $3,000,000 of transient accommodations tax revenues to the special land and development fund to be expended in accordance with the long-range strategic plan for tourism. Authorizes the B&F to issue $40,000,000 in revenue bonds and to use the proceeds to acquire a conservation easement in Turtle Bay, Oahu. Requires the B&F to transfer the conservation easement to the DLNR. Allocates transient accommodations tax revenues of $3,000,000 annually to the B&F to pay the debt service on the revenue bonds and ongoing expenses related to the bonds. Effective 7/1/2050. (SD2)

RELATING TO TAXATION. Extends Act 326, Session Laws of Hawaii 2012, for 5 years. Requires the department of taxation to submit an annual report to the legislature on the implementation of Act 326, Session Laws of Hawaii 2012. Authorizes the department of taxation to enforce civil penalties for operators and plan managers who fail to conspicuously display the certificate of registration for transient accommodations. (SD2)

RELATING TO SERVICE CHARGES. Requires hotels to distribute porterage service charges to employees in full or disclose to customers that the charges are being used for other purposes. (SD1)

RELATING TO THE CREATIVE MEDIA INDUSTRY. Assigns to the Hawaii tourism authority the responsibilities for film development and marketing. Transfers the film industry branch within the creative industries division of the department of business, economic development, and tourism to the Hawaii tourism authority and makes conforming amendments. Appropriates funds from the film development and marketing special fund to the Hawaii tourism authority for implementation of the film development and marketing activities. Effective 7/1/2053. (SD2)

RELATING TO THE HAWAII TOURISM AUTHORITY. Clarifies the qualification and term limit requirements for the board of directors of the Hawaii tourism authority. Effective 01/07/2059. (SD1)

RELATING TO ACTIVITY DESKS. Requires an activity desk to designate an individual, officer, director, member, or manager who shall be a signatory on and fully responsible for the client trust account. Specifies responsibilities of the designated signatory. Amends existing criminal penalties under chapter 468M, Hawaii Revised Statutes, to include violations of signatory requirements for activity desks. (SD1)
