RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBER. Adds the definition of "business day" to the offense of abuse of a family or household member. Repeals the forty-eight hour no contact provision and specifies that the period of separation that a police officer shall order the person who the police officer reasonably believes to have inflicted the abuse of a family or household member commences when the order is issued and expires at 6:00 p.m. on the second business day following the day the order was issued.

RELATING TO PUBLIC SAFETY. Requires pretrial risk assessments, pretrial bail reports, and arraignments to be completed within five working days after an arrest. Obligates the intake service centers to interview lay sponsors within seven days of their identification and allows the court to order defendants released on pretrial release to report to lay sponsors for supervision. Prohibits judicial officers from denying bail absent a pretrial risk assessment score that reflects a high risk of flight or commission of a new criminal offense. Prohibits judicial officers from relying on a bail schedule or bail amount that would have been necessary to prevent release of a defendant during jail overcrowding.

RELATING TO PUBLIC SAFETY. Establishes an additional sanction available to the judiciary prior to full parole revocation.

RELATING TO PUBLIC SAFETY. Requires the department of public safety to construct a multi-story correctional facility at the Halawa correctional facility to replace the existing Oahu community correctional center. Authorizes the issuance of general obligation bonds and appropriates funds for the planning, design, and construction of the multi-story correctional facility.

RELATING TO IDENTIFICATION. Appropriates funds for providing civil identification cards for inmates upon request prior to their release.

RELATING TO CRIMINAL PROCEDURE. Creates procedural and administrative requirements for law enforcement agencies for eyewitness identifications of suspects in criminal investigations. Grants a defendant the right to challenge any eyewitness identification to be used at trial in a pretrial evidentiary hearing.

RELATING TO FIREARMS. Prohibits police department officers and employees, department of public safety employees, department of land and natural resources employees, and department of transportation employees who are authorized to carry firearms from consuming alcohol or ingesting prescription medications that would impair the judgment or physical response of the employee while carrying a firearm; provided that employees who are taking part in an official criminal surveillance or undercover operation shall be exempt from this requirement. Prohibits these employees from consuming alcohol for an unspecified number of hours prior to carrying a firearm.
