RELATING TO UNMANNED AIRCRAFTS. Prohibits the use of unmanned aircrafts, except by law enforcement agencies, to conduct surveillance and establishes certain conditions for law enforcement agencies to use an unmanned aircraft to obtain information. Exempts the use of model aircrafts for commercial, hobby, or recreational purposes. Requires all law enforcement agencies using unmanned aircrafts and the courts to report on their activities relating to unmanned aircrafts.

RELATING TO VETERANS. Exempts qualifying totally and permanently disabled veterans from paying the State motor vehicle registration fee. Requires the office of veterans services to report the number of qualifying veterans to the legislature and department of taxation. Applies to motor vehicle registration occurring on or after September 1, 2015.

RELATING TO VEHICULAR TAXES. Provides for a state vehicle weight tax for a vehicle registered to certain permanently totally disabled veterans of $50 for a vehicle that has a net weight of ten thousand pounds or less, or $100 for a vehicle that has a net weight of more than ten thousand pounds.

RELATING TO FIREWORKS. Requires shippers to notify the county fire chief as to where fireworks shipments imported into the State or between counties are to be distributed; defines the term redistribution to clarify shipment notification requirements; clarifies that labels on certain fireworks shall be at least nine square inches; and establishes exceptions to fireworks prohibitions.

RELATING TO RESISTING AN ORDER TO STOP A VEHICLE. Creates the offense of resisting an order to stop a motor vehicle in the first degree as a class C felony. Reclassifies the current offense of resisting an order to stop a motor vehicle to resisting an order to stop a motor vehicle in the second degree, a misdemeanor.
