RELATING TO PUBLIC SAFETY. Requires independent civil process servers to meet additional requirements in order to be placed on the director's list of qualified civil process servers. Shields process servers from prosecution under criminal trespass statutes when performing their duties. Makes permanent Act 116, Session Laws of Hawaii 2013, relating to persons authorized to serve civil legal process. (SD1)

RELATING TO HAWAIIAN FISHPONDS. Waives DOH water quality certification requirement for restoration, repair, and operation of Hawaiian loko i‘a (fishponds) that are permitted under the Statewide Programmatic General Permit process, administered by the DLNR. (SD1)

RELATING TO EMPLOYMENT AGREEMENTS. Prohibits noncompete agreements and restrictive covenants that forbid post-employment competition for employees of a technology business. Effective 07/01/2112. (SD1)

RELATING TO MOVIE THEATERS. Requires motion picture theater operators in more than two locations in the State to provide open movie captioning during at least two showings per week of each motion picture that is produced and distributed with auxiliary aids and services. Requires motion picture theater operators in the State to provide audio description upon request of any motion picture that is produced and offered with audio description. Effective January 1, 2016.
