RELATING TO THE JUDICIARY. Appropriates funds for the judiciary to enter into contracts with community mediation centers for mediation services.

RELATING TO SECTION 237-23, HAWAII REVISED STATUTES. Corrects the inadvertent repeal of wording from section 237-23, Hawaii Revised Statutes and provides a retroactive effective date. (HB 966 HD1)

RELATING TO LIABILITY FOR AMOUNTS PASSED ON AS TAX. Creates conclusive presumption that taxpayer is liable for any amounts passed on to consumers as payment for any tax authorized by title 14, Hawaii Revised Statutes, unless the taxpayer returns the overpayment to the consumer. Provides for civil penalty and reporting of violations to the Office of Consumer Protection. (HB968 HD2)
