RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Authorizes the employees' retirement system board of trustees to hold a meeting closed to the public to discuss or decide upon certain matters.

RELATING TO EMPLOYMENT. Allows an employee who has suffered a tangible adverse employment action resulting from a supervisor's discriminatory actions to sue the employee's employer. Allows an employer to raise an affirmative defense.

RELATING TO PUBLIC AGENCY MEETINGS. Allows more than two members of a board to discuss official board business as long as no commitment to vote is made and the number of members do not constitute a quorum of the board.

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES AND THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, AND DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amending or repealing various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO REPEAL THE ONE-YEAR MINIMUM HAWAII RESIDENCY REQUIREMENT TO QUALIFY FOR APPOINTMENT PURSUANT TO ARTICLE V, SECTION 6, OF THE CONSTITUTION OF THE STATE OF HAWAII. Proposes a constitutional amendment to repeal the minimum one-year Hawaii residency requirement for appointment as an executive of a principal department pursuant to article V, section 6, of the Constitution of the State of Hawaii.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE CONSTITUTION OF THE STATE OF HAWAII. Proposes a constitutional amendment to provide that the senate receive written notice of the governor's or the chief justice's appointment, as applicable, to fill a vacancy in the office of chief justice, supreme court, intermediate appellate court, circuit courts, and district courts concurrently with the appointment.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 15, OF THE HAWAII STATE CONSTITUTION TO ALLOW ELECTRONIC COPIES, AS AN ALTERNATIVE TO PRINTED COPIES, OF A BILL TO BE MADE AVAILABLE FOR MEMBERS OF A HOUSE IN WHICH THE BILL IS BEING VOTED UPON FOR THIRD OR FINAL READING IN FULFILLMENT OF THE FORTY-EIGHT HOUR AVAILABILITY REQUIREMENT. Allows electronic copies, as an alternative to printed copies, of a bill to be made available for members of a house in which the bill is being voted upon for third or final reading in fulfillment of the 48-hour availability requirement.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO THE RIGHTS OF VICTIMS OF CRIME. Proposes an amendment to the Hawaii State Constitution guaranteeing that victims of crime and their surviving immediate family members have specific rights related to information pertaining to and participation in the criminal justice process.
