RELATING TO CAMPAIGN FINANCE.

Requires legislators to file a supplemental report within ten days of the conclusion of a special session of the legislature that covers the period from the last required reporting date to the conclusion of that special session.

RELATING TO ETHICS.

Amends the scope of action that is permitted by the fair treatment provisions of the ethics code from official action by a legislator to taking action in the exercise of the legislator's legislative functions.

RELATING TO ELECTIONS.

Authorizes the elections commission to remove the chief election officer by a majority vote of a quorum at a meeting of the commission.  Provides the chief election officer with a period of notice of the removal before it takes effect.
