RELATING TO ELECTIONS. Beginning with the primary election in an unspecified year, requires the office of elections to implement elections by mail. Thereafter requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail. Establishes a minimum number of voter service centers per county and island, in lieu of traditional polling places. Requires voter service centers to provide services such as voter registration. Appropriates funds.

RELATING TO ELECTIONS. Requires the office of elections to implement elections by mail in a county with a population of less than 100,000, beginning with the 2016 primary election. By 2018, requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail. Enables absentee walk-in voting to continue prior to election day. Ensures limited polling sites in each county remain open on election day for absentee walk-in voting and to receive mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program.

RELATING TO ELECTIONS. Establishes a process for the recounting of ballots in an election. Authorizes that contests for cause challenging an election result may also be based upon unlawful activity or force majeure.

RELATING TO ELECTIONS. Clarifies that in the event of a natural disaster, the chief election officer or county clerk in the case of county elections prior to the day of election has the authority to determine whether to postpone or vote by absentee ballot in an election affected by the natural disaster. Authorizes the governor on the day of election and thereafter to determine whether to postpone or vote by absentee ballot in an election affected by the natural disaster unless the governor is a candidate for office in that election.

RELATING TO ELECTIONS. Deletes authority of chief elections officer to postpone an election for up to 21 days due to damage caused by natural disaster. Sets a deadline for the return of absentee ballots for elections postponed due to natural disasters. Prohibits releasing of statewide election results until absentee votes in affected precinct is counted. Requires immediate notification of all registered voters in the affected precinct of the issuance of the order of absentee voting. Requires immediate delivery of absentee ballots following the order.

RELATING TO THE ELECTIONS COMMISSION. Requires the elections commission to conduct a performance evaluation of the chief election officer after each election and submit a written report regarding the evaluation to the legislature.

RELATING TO VACANCIES. Amends procedures for nominating and electing a U.S. senator to complete an unexpired term after a vacancy occurs.

RELATING TO PERMANENT ABSENTEE BALLOTS. Specifies the mailing address in a voter's registration record as the forwarding address for receiving absentee ballots permanently. Requires voters seeking to have permanent absentee ballots forwarded to another address to re-apply for an absentee ballot.

RELATING TO THE OFFICE OF THE STATE INSPECTOR GENERAL. Establishes the office of the state inspector general, to be headed by the state inspector general, within the office of the state auditor for administrative purposes only. Requires the office of the state inspector general to investigate complaints alleging fraud, waste, abuse, or corruption by a state agency or quasi-public agency, or the officers or employees of a state agency or quasi-public agency. Appropriates funds.

RELATING TO CAMPAIGN SPENDING. Requires that supplemental campaign spending reports be filed annually on January 31.
