RELATING TO LABOR.

Requires certain employers to provide sick leave to service workers for specified purposes under certain conditions.  Defines service workers and employers.  Effective January 1, 2015.

RELATING TO CIVIL SERVICE EXEMPTIONS.

Amends language to require each director of central personnel agency for a jurisdiction to review state civil service positions exempted under section 76, Hawaii Revised Statutes, after July 1, 2002, and prior to July 1, 2014, to determine whether the positions should continue to be exempt.  Until July 1, 2016, removes requirement related to civil service appointment for an employee who occupies an exempt position for at least one year.  Requires the director of human resources development to submit a report to the legislature.

RELATING TO THE BUDGET DOCUMENTS.

Requires the six-year program and financial plan and budget to include information on pension and other post-employment benefit liabilities.  Effective 07/01/16.

RELATING TO EMPLOYER-UNION HEALTH BENEFITS.

Beginning with fiscal year 2016-2017, requires reimbursements from a non-general or federal fund to the general fund for the annual required contribution made for state employees and retirees whose compensation is or was paid from the non-general or federal fund.
