RELATING TO NATIVE HAWAIIAN CHILDREN. Creates the Native Hawaiian Welfare Act establishing the na kupuna tribunal which is granted exclusive jurisdiction over child custody proceedings involving Native Hawaiian children. Establishes a one-year pilot project prior to full implementation of the Act.
