RELATING TO ALTERNATIVE HOUSING. Requires and appropriates funds for the department of land and natural resources, in consultation with the department of human services, to establish mobile home parks throughout the State for individuals whose family income is no more than 250 per cent of the federal poverty level. Allows private sector to develop mobile home parks.

RELATING TO HOUSING. Funds various homelessness service programs. Mandates the establishment of the pilot Return-to-Home Program. Transfers administrative responsibility for the Homeless Assistance Working Group from DHS to the Legislature. Requires chairpersons of the committees on human services of the Senate and the House of Representatives to convene the Homeless Assistance Working Group.

RELATING TO HOUSING. Appropriates funds to the department of human services to continue to administer housing first programs for chronically homeless individuals.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
