Appropriates funds for the implementation and administration of the Hawaii health corps loan repayment program that provides loan repayment for physicians, physician assistants, nurse practitioners, psychologists, and social workers who agree to work in a federally designated health professional shortage area or an area of Hawaii found to be underserved.

Makes an appropriation from the obesity and chronic disease prevention special fund to the department of health.

RELATING TO THE REGULATION OF ELECTRONIC SMOKING DEVICES. Prohibits the use of electronic smoking devices in places where smoking is prohibited. Updates signage requirements.

RELATING TO USE OF TOBACCO PRODUCTS AND E-CIGARETTES ON HAWAII HEALTH SYSTEMS CORPORATION PREMISES. Prohibits the use of tobacco products and e-cigarettes on the premises of Hawaii health systems corporation facilities.

RELATING TO SMOKING. Amends Hawaii's anti-smoking statute to prohibit the use of electronic smoking devices in places where the smoking of tobacco is currently banned.

RELATING TO SMOKING. Allows condominiums and cooperative housing corporations to adopt rules prohibiting smoking in units, common elements, or limited common elements.

RELATING TO THE REGULATION OF TOBACCO PRODUCTS. Amends chapter 328J, Hawaii Revised Statutes, to prohibit the use of electronic smoking devices in the places where smoking is prohibited and updates signage requirements.
