RELATING TO THE COLORECTAL CANCER SCREENING AND AWARENESS PILOT PROGRAM. Establishes a two-year Hawaii colorectal cancer screening and awareness pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model. Appropriates funds for the pilot program. Repeals on June 30, 2017.

RELATING TO UMBILICAL CORD BLOOD DONATION. Requires the department of health to require all birthing hospitals to provide informed consent regarding umbilical cord blood donation to expectant mothers.

RELATING TO THE OFFICE OF LANGUAGE ACCESS. Appropriates funds to further develop the language access resource center and multilingual website pilot project. Authorizes the hire of necessary personnel to staff the resource center and administer the multilingual website.

RELATING TO VIOLENCE AGAINST HEALTH CARE PERSONNEL. Amends the offense of assault in the second degree as it applies to medical professionals by expanding the types of medical services providers protected under this offense. Clarifies that the offense of assault in the second degree does not apply to patients located outside of emergency rooms receiving medical services at the time injury to a medical services provider occurs.

RELATING TO SUBSTANCE ABUSE TREATMENT. Appropriates funds to the department of health to improve the treatment of substance abuse and co-occurring mental health disorders by establishing a comprehensive and coordinated continuum of treatment services. Establishes within the department a task force for improving substance use disorder and co-occurring disorder treatment. Repeals on 6/30/2107.

RELATING TO TUBERCULOSIS TESTING. Requires the department of health to accept tuberculosis (TB) blood tests in addition to the TB skin test for the purpose of obtaining a certificate of TB examination. Amends the law requiring tuberculosis clearance prior to public school entry to be in accordance with law rather than with department of health rules. Clarifies that the Department of Health's administrative rules regarding the use of the Mantoux tuberculin skin test or chest x-rays in obtaining a certificate of tuberculosis examination shall remain in effect until amended to include the addition of TB blood tests as an acceptable TB diagnostic.

RELATING TO HEALTH. Removes the sunset provision from Act 255, Session Laws of Hawaii 2012, relating to the definitions of "the practice of nursing as a licensed practical nurse" and "the practice of nursing as a registered nurse".
