MAKING AN EMERGENCY APPROPRIATION FOR GENERAL ASSISTANCE. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2014-2015 to address the budget shortfall for the general support for the general assistance program (HMS 204) in the Department of Human Services. Effective upon approval.

RELATING TO THE MEDICAID MANAGED CARE PROGRAM. Amends the QUEST and QUEST Expanded Access references in the Hawaii Revised Statutes to remove language that refers to specific programs and replace it with "medicaid managed care". The name change also authorizes all Medicaid managed care health plans to subject prescription drugs for conditions covered in section 346-352, Hawaii Revised Statutes, to prior authorization procedures.

RELATING TO LONG-TERM CARE INSURANCE. Requires the 30-day termination notices to be sent by certified mail or commercial delivery service instead of first-class mail. Requires a 60-day grace period to reinstate coverage under a lapsed policy where cognitive impairment or loss of functional capacity is involved.

RELATING TO LONG-TERM CARE FACILITIES. Provides for an inflationary adjustment to long-term care facility prospective payment rates.

MAKING APPROPRIATIONS FOR THE ADULT PROTECTIVE AND COMMUNITY SERVICES BRANCH. Appropriates moneys for FY 2016 and FY 2017 from the state general fund for positions within the adult protective and community services branch.

RELATING TO MEDICAID. Increases the medicaid reimbursement rate paid by the State to equal the medicare reimbursement rate for primary and acute care.

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Amends Act 156, Session Laws of Hawaii 2012, as amended by Act 142, Session Laws of Hawaii 2013, as amended by Act 124, Session Laws of Hawaii 2014, to continue the Nursing Facility Sustainability Program by extending the sunset date of the Act and appropriating funding out of the nursing facility sustainability program special fund for fiscal year 2015-2016.

RELATING TO ELDER AND VULNERABLE ADULTS. Creates the Hawaii kupuna trust fund, which comprises public and private funding for meeting the outstanding and future needs of the elder and vulnerable adult population.
