RELATING TO THE COLORECTAL CANCER SCREENING AND AWARENESS PILOT PROGRAM. Establishes a two-year Hawaii colorectal cancer screening and awareness pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model. Appropriates funds for the pilot program. Repeals on June 30, 2017. Effective 7/1/2050. (SD1)

RELATING TO WATER INFRASTRUCTURE. Authorizes the department of health to transfer federal capitalization grant funds between the water pollution control revolving fund and the drinking water treatment revolving loan fund, in accordance with title 40 Code of Federal Regulations section 35.3530(c). RELATING TO SUBSTANCE ABUSE TREATMENT. Establishes within the DOH a task force for improving substance use disorder and co-occurring disorder treatment. Makes an appropriation. Effective 7/1/2050. Repeals 6/30/2017. (SD2)

RELATING TO INSURANCE. Requires an entity to send written notice to a health care provider at least thirty calendar days prior to initiating any recoupment or offset demand efforts. Prohibits an entity from initiating any recoupment or offset efforts more than eighteen months after an initial claim payment was received by a health care provider, with specific exceptions. Effective 07/01/2050. (SD1)

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
