RELATING TO THE HAWAII HEALTH CONNECTOR. Requires health insurers with at least a 20% share of the health insurance market to submit its qualified plans for inclusion in the Hawaii health connector.

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE. Requires a plan offered through the health connector to be at least a gold plan as determined by the federal Patient Protection and Affordable Care Act.

RELATING TO INSURANCE. Requires a health organization to annually disclose de-identified claims data to Insurance Commissioner. Requires Insurance Commissioner to annually disclose de-identified claims data to a large group purchaser upon request. Exempts de-identified claims data from public disclosure except as provided. RELATING TO HEALTH. Requires health insurance coverage of orthodontic treatment for orofacial anomalies.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE. Provides insurance coverage equality for women who are diagnosed with infertility by making available to them expanded treatment options, ensuring adequate and affordable health care services.

RELATING TO FERTILITY RIGHTS OF CANCER PATIENTS. Requires insurance coverage for embryo, oocyte, and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.

RELATING TO HEALTH. Requires birthing facilities to perform a pulse oximetry test or other medically accepted screening on newborns to screen for critical congenital heart defects.

RELATING TO UMBILICAL CORD BLOOD PRE-REGISTRATION FORMS. Requires hospitals to provide expectant parents with information on options available to them regarding the donation of umbilical cord blood.

RELATING TO WORKFORCE DEVELOPMENT. Establishes the Hawaii healthcare workforce advisory board to help increase and strengthen the healthcare workforce in the State.

RELATING TO NURSES. Beginning with the July 1, 2017, licensing biennium, requires licensed registered nurses and licensed practical nurses to submit evidence of completed continuing competency requirements prior to the renewal of the license.

RELATING TO EDUCATION. Beginning with the 2016-2017 school year, requires a child to undergo a physical examination prior to attending seventh grade. Provides for provisional attendance with written documentation if child is in progress of undergoing a physical examination and sets deadline for submittal of documentation of completion of such examination.

RELATING TO DENTAL HEALTH. Permits dental hygienists to apply preventative sealants, in consultation with a licensed dentist, in a school-based dental sealant program or federally qualified health center. Requires the Department of Health to establish and administer a school-based dental sealant program in a high-need school. Appropriates funds.

RELATING TO CONTROLLED SUBSTANCES. Requires the signature of the patient or an authorized agent when delivering prescribed controlled substances by mail.

RELATING TO VACCINATIONS. Authorizes pharmacists to administer vaccines to persons between 14 and 17 years of age who have a prescription from a collaborating physician.

RELATING TO PHARMACY BENEFIT MANAGERS. Requires pharmacy benefit managers to register each year with DCCA.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 15 copies (including an original) to Room 331 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-9608 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
