RELATING TO UNIVERSITY OF HAWAII ATHLETICS. Establishes the University of Hawaii at Manoa athletics department as an entity governed by a board of governors. Transfers administration of the University of Hawaii at Manoa intercollegiate athletics special fund from the university to the board of governors. Authorizes the board of governors to select an athletic director.

RELATING TO THE UNIVERSITY OF HAWAII ACCOUNTING AND FINANCIAL MANAGEMENT SYSTEM. Repeals sunset provisions with respect to accounting and fiscal management requirements relating to the University of Hawaii. Requires quarterly variance reports for revenues and expenditures.

RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND. Requires lapse of excess funds in the UH tuition and fees special fund under certain circumstances. Requires appropriation of at least the same amount lapsed to the university in the following fiscal year.

RELATING TO THE BUDGET. Removes program execution exceptions provisions that are specific to the University of Hawaii. Establishes fund reporting requirements for all departments.

RELATING TO FUNDS. Repeals various non-general funds and accounts and transfers the unencumbered balances to the general fund. Makes conforming amendments.

RELATING TO AFFIRMATIVE CONSENT. Requires the University of Hawaii system to establish and enforce an affirmative consent standard for all policies and protocols relating to sexual assault, domestic violence, dating violence, and stalking as a condition of receiving state funds for student assistance.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys for positions and materials to comply with Title IX of the Education Amendments of 1972 and the Violence Against Women Reauthorization Act of 2013.

RELATING TO THE UNIVERSITY OF HAWAII. Adds three voting members to the University of Hawaii Board of Regents to represent undergraduate students, research faculty, and other faculty. Converts existing student member to represent graduate students.
