RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Reestablishes the governor's authority to nominate and, with the advice and consent of the senate, appoint the members of the board of regents of the University of Hawaii by repealing the candidate advisory council for the board of regents of the University of Hawaii; effective upon ratification of a constitutional amendment to article X, section 6, of the Hawaii Constitution that deletes provisions related to the candidate advisory council for the board of regents of the University of Hawaii.

PROPOSING A CONSTITUTIONAL AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Proposes an amendment to article X, section 6, of the Hawaii state constitution to modify the appointment process for the board of regents of the University of Hawaii. Repeals the requirement that appointments to the University of Hawaii board of regents be made from pools of qualified candidates presented to the governor by the candidate advisory council for the board of regents of the University of Hawaii.

RELATING TO THE UNIVERSITY OF HAWAII RULEMAKING. Exempts adoption of selected regulations, by the University of Hawaii board of regents, from chapter 91 and requires adoption of selected regulations to be subject to chapter 92.
