RELATING TO THE STATE INTEGRATED SOLID WASTE MANAGEMENT PLAN. Appropriates funds to the department of health to support the revision of the state integrated solid waste management plan.

RELATING TO THE GLASS ADVANCE DISPOSAL FEE PROGRAM. Creates a working group to review and discuss the findings and recommendations contained in the 2014 audit report of the department of health's glass advance disposal fee program. Requires the working group to submit a written report to the legislature prior to the regular session of 2016.

RELATING TO RECYCLING. Amends the advance disposal fee for glass containers to a tiered structure based on the interior volume of the glass container. Requires the auditor to audit the advance disposal fee program.

RELATING TO CESSPOOLS. Provides temporary income tax credit for the cost of converting a cesspool to a septic system or an aerobic treatment unit system or connecting to a sewer system.

RELATING TO FOOD WASTE. Prohibits the disposal or transfer of commercial organic material waste in landfills in the State. Requires all generators of commercial organic material to use alternative means of disposal, such as donation, compost, anaerobic digestion, or animal feed.
