RELATING TO ENERGY. Requires the Legislative Reference Bureau to study electric utilities, including organizational models and the conversion process.  Establishes a cap on the Hawaii electricity reliability surcharge for interconnection to the Hawaii electric system.  (HB1504 HD2)
