RELATING TO ENERGY STORAGE. Establishes an income tax credit for each grid-connected energy storage property that is installed and placed in service in the State during the taxable year beginning after 12/31/2015; provided that this tax credit shall not be available for taxable years beginning after 12/31/2026. Allows the tax credit to be claimed as either an investment credit or utilization credit. Appropriates funds to administer the tax credit.

RELATING TO ELECTRIC VEHICLES. Includes fuel cell electric vehicles as vehicles exempt from paying parking fees at State or municipal parking facilities for a specified period of time and from high occupancy vehicle lane restrictions.

RELATING TO ENERGY. Requires DAGS to upgrade state fleet vehicles to hydrogen fuel cell vehicles. Appropriates moneys.

RELATING TO ENERGY. Appropriates funds for equipment, training, and ongoing operations necessary to establish hydrogen purity testing capability in Hawaii to verify that the hydrogen purity meets SAE International’s J2719 standard for fuel cell vehicles.
