RELATING TO TAXATION. Authorizes a state income tax credit up to $500 for certain expenses paid or incurred by school teachers, special education teachers, school librarians, and counselors for supplementary materials used in the classroom. Applies to tax years beginning after 12/31/14.

RELATING TO TEACHERS. Authorizes an additional $5,000 per year bonus for teachers who maintain current national board certification and teach in a Title 1 school under the Teacher National Board Certification Incentive Program.

RELATING TO TEACHERS. Authorizes an additional per year bonus for teachers who maintain current national board certification and teach at a school in a focus, priority, or superintendent's zone under the National Board Certification Incentive Program.

RELATING TO TEACHERS. Requires the department of education personnel executive to assign the salary class for teachers new to the department with at least one year of experience, in the upper-most teacher salary classification for which the teacher has the necessary degree or degree and credits. Requires any teacher reentering the department to be assigned to the class and step from which the teacher departed or its equivalent.

RELATING TO EDUCATION. Establishes an incentive program that provides for incremental loan repayment for teachers serving in high need areas of Hawaii for up to ten years. Also establishes scholarship grants for students pursuing post-secondary degrees in the field of education through the department of education.

RELATING TO LIBRARIES. Appropriates funds to the board of education to establish and maintain makerspaces, including the equipment, materials, and personnel necessary for the operation of makerspaces in public libraries statewide.

RELATING TO EDUCATION. Establishes the Hawaii Public Schools Financial Literacy Task Force. Appropriates funds.
