RELATING TO STATEWIDE INFRASTRUCTURE CAPACITY BUILDING CONSTRUCTION FINANCING. Establishes the infrastructure capacity construction loan revolving fund to provide loans to counties, state agencies, or private developers for infrastructure improvements. Appropriates funds for the administration and implementation of the infrastructure capacity construction loan revolving fund.

RELATING TO SMALL BUSINESS. Makes an appropriation to the Department of Business, Economic Development, and Tourism for the Small Business Regulatory Review Board to hire additional staff. (HB774 HD1)

RELATING TO TECHNOLOGY. Authorizes HTDC to provide grants to businesses with a federal small business innovation research phase II or III award. Appropriates funds. (HB1069 HD1)
