Requires and appropriates funds for the department of education to develop an assessment in the Hawaiian language of established statewide performance standards for students in the ka papahana kaiapuni program by the 2020-2021 school year. RELATING TO AFTERSCHOOL PROGRAMS. Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program in the Office of Youth Services to provide a standardized framework and funding for afterschool programs in public middle schools. Establishes a R.E.A.C.H. program special fund. (SB980 HD1)

RELATING TO HUMAN SERVICES. Makes appropriations for positions and the continued implementation of the preschool open doors program and for subsidies for the program. Effective 7/1/2050. (SD3)

RELATING TO TEACHERS. Sets probationary period of specified licensed charter school teachers according to policies and practices as determined by DOE, BOE, and collective bargaining agreements. RELATING TO HEALTH. Requires the Department of Education to consult with the Department of Health and the American Diabetes Association to develop and adopt rules for the training of school employees and qualified volunteers to provide care to students with diabetes.
