RELATING TO EDUCATION. Amends the chapter governing public charter schools to align the requirements for start-up and conversion charter schools. Defines "applicant governing board" and makes conforming amendments. Makes other housekeeping amendments. (SD2)

RELATING TO PUBLIC CHARTER SCHOOLS. Requires state departments, upon the closure of facilities, to consider the facility's suitability for use by public charter schools or early learning pre-plus programs, and to notify the department of education, state public charter schools commission, and executive office on early learning of the availability and suitability of the facility. (SD2)

RELATING TO PUBLIC SCHOOLS. Requires the department of education to develop a transition plan to end multi-track schedules in public schools and report to the legislature regarding the plan and any proposed legislation. Requires the department of education to give priority to overpopulated schools, including multi-track schools, among capital improvement project appropriation requests submitted to the legislature.

RELATING TO SCHOOL HEALTH. Requires the Department of Education and Department of Health to jointly establish an interagency working group to create a comprehensive school health program. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

PAPER: 3 copies (including an original) to Room 332 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-9421 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
