RELATING TO LIQUOR TAX. Establishes a reduced per gallon tax rate on beer sold in barrels for the first 60,000 barrels sold annually. Effective 1/1/2016.

RELATING TO INTOXICATING LIQUOR. Permits the liquor commission to allow a restaurant licensee to sell malt beverages manufactured on the restaurant premises in brewery-sealed kegs and growlers. Defines "growler" as a glass or metal container, not to exceed one half-gallon, which shall be securely sealed.

RELATING TO LIQUOR LICENSES. Allows those applying for liquor licenses to present a certificate of vendor compliance issued by the state procurement office to establish they do not owe delinquent taxes, penalties, or interest.

RELATING TO EDUCATION. Appropriates funds to the department of business, economic development, and tourism for marketing Hawaii's higher education institutions to international students.

RELATING TO PROCUREMENT OF PROFESSIONAL SERVICES. Authorizes the procurement policy board to adopt rules addressing situations of less than three qualified persons for procurement of professional services. Effective upon approval.

RELATING TO PROCUREMENT. Provides for the establishment of a special innovative procurement process for the procurement of supplies, services, professional services, or construction. Requires the establishment of procedures by the procurement policy board for use of the special innovative procurement process.

RELATING TO FRANCHISES. Voids franchise provisions that restrict the resolution of claims arising under or relating to a franchise in this State to a foreign forum.

RELATING TO THE SMALL BUSINESS REGULATORY FLEXIBILITY ACT. Entitles the small business regulatory review board to a separate line item within the budget of the department of business, economic development, and tourism.

RELATING TO DEVELOPMENT. Appropriates funds to the Hawaii strategic development corporation to continue developing the Hawaii growth initiative. Appropriates funds to the high technology development corporation to facilitate the development and growth of Hawaii's commercial high technology industry.

RELATING TO ECONOMIC DEVELOPMENT. Reenacts the Hawaii capital loan revolving fund. Appropriates funds to the Hawaii capital loan revolving fund and funds one permanent full-time program manager position (1.0 FTE) within the department of business, economic development, and tourism.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
