RELATING TO CRIMINAL PROCEDURE. Creates procedural and administrative requirements for law enforcement agencies for eyewitness identifications of suspects in criminal investigations. Grants a defendant the right to challenge any eyewitness identification to be used at trial in a pretrial evidentiary hearing. Takes effect 1/1/2014.

RELATING TO OCEAN RESOURCES. Appropriates funds for the Department of Land and Natural Resources to conduct public outreach meetings to adopt rules on statewide coastal management. Effective July 1, 2014. (HB709 HD1)

MAKING AN APPROPRIATION TO MANAGE ALBIZIA TREES ON THE ISLAND OF HAWAII. Makes an appropriation to the Department of Land and Natural Resources for the management of albizia trees along tsunami evacuation routes on Hawaii Island. Directs the Department to work with the state Department of Defense to secure additional resources. Effective July 1, 2020. (HB1769 HD1)

RELATING TO MARIJUANA FOR EXPORT. Creates a working group in the Department of Business, Economic Development, and Tourism to develop a plan to legalize the cultivation of marijuana for export purposes only and tax the resulting revenues for purposes of funding state programs.

RELATING TO COLLECTIVE BARGAINING. Establishes a separate bargaining unit for employees of the HHSC. Authorizes HHSC to withhold or alter the benefits packages of certain employees.
