Makes void any contract provision that allows for eviction of a tenant for using medical marijuana in any form, unless the contract allows for eviction for smoking tobacco and the medical marijuana is used by means of smoking.

Requires the family court to issue a separate child support order for each child.  Automatically terminates child support payments for a child, as provided by law.

Requires the lieutenant governor to develop a strategic plan for directing statewide growth and development that takes into account a predicted sea level rise in 2050 to 1 foot above the current sea level and any resultant climate change.

Requires nursery stock to be treated for the eradication of pests before the sale or transport of the nursery stock from one island to another island within the State or intraisland.  Limits the exception to possess, propagate, sell, transfer, or harbor prohibited animals to those being used for scientific research.  Eliminates the element of intent from the penalty for owning, possessing, harboring, transferring, and importing prohibited animals and pests.

Increases the membership of the contractors license board from 13 to 15.  Increases from 10 to 12 the members who are actively engaged in the contracting business.  Increases from 5 to 7 the members who are specialty contractors.  Requires that 1 member be affiliated with a state apprenticeship program.  Decreases from 3 to 2 the members who are noncontractors.

Provides for the voluntary surrender of unregistered firearms to law enforcement without the risk of arrest or prosecution.  Allows those who surrender unregistered firearms to reclaim the firearms upon compliance with registration requirements if the firearms are not stolen or associated with a crime.  Appropriates funds for each county to establish firearm buy-back programs.
