MAKING AN APPROPRIATION FOR THE OFFICE OF COMMUNITY SERVICES.

Requires the Office of Community Services to review the current grants-in-aid process and all grants-in-aid submitted to and granted by the Twenty-sixth Legislature.  Requires a report on the grants-in-aid process.  Appropriates an unspecified amount to the Office of Community Services for fiscal year 2014-2015.  Effective July 1, 2014.  (HB1737 HD1)

RELATING TO COUNTY INFRASTRUCTURE CAPACITY BUILDING CONSTRUCTION FINANCING.

Establishes a revolving fund to provide loans to counties, state agencies, or private developers for infrastructure improvements.  Makes appropriations.

RELATING TO TAXATION.

Requires all general excise tax returns to be filed electronically beginning on January 1, 2015.  Authorizes DOTAX to assess a fee on returns filed manually.  Effective July 1, 2030.  (HB1847 HD1)

RELATING TO TAXATION.

Requires all general excise tax monthly returns to be filed electronically, beginning on January 1, 2015.  Grants Director of Taxation discretionary authority to assess fines for returns filed manually.  Effective July 1, 2030.  (HB1848 HD1)

RELATING TO THE USE OF FUNDS FOR PUBLIC EMPLOYMENT COSTS.

Restricts the use of funds appropriated or authorized for vacant state positions to the payment of salaries or wages.  Expressly prohibits the use of these funds for vacation credit or payments for transferred or discharged state employees.
