RELATING TO LOW-INCOME HOUSING. Authorizes the issuance and appropriate of general obligation bonds to fund low-income housing tax credit loans.

RELATING TO HOMELESSNESS. Establishes the Hale Kokua Program, within the Department of Human Services to incentivize homeowners statewide to set aside dwelling units for rental by families or individuals classified as employed but homeless. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO ELDERLY HOUSING. Appropriates funds for the redevelopment, design, and construction of the Hawaii public housing authority administrative offices on School street and the creation of an elderly-only housing complex.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY'S ADMINISTRATION OF THE FEDERAL HOUSING CHOICE VOUCHER PROGRAM. Allows only original household members to retain a federal housing choice voucher. Requires vouchers to be returned to the Hawaii public housing authority when all original members are no longer in the household. Allows minors who survive the original head or co-head of the household and were added to the household to retain the voucher until the last of the minors reaches the age of twenty-one. Effective 7/1/2050. (SD1)

RELATING TO UNIVERSAL CHILDREN'S SAVINGS ACCOUNTS. Creates a Universal Children's Savings Account Program under the Department of Budget and Finance to enable families to establish savings accounts for their children and assist children with purchasing a home or starting a business. Establishes and appropriates funds into the Universal Children's Savings Account Trust Fund. (SD1)
