RELATING TO CONSERVATION. Authorizes the issuance of general obligation bonds and appropriates funds for planning for and construction for the realignment of Kamehameha highway mauka of Laniakea beach on the north shore of Oahu. (SD1)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Changes to an unspecified sum the amount of excess revenues allocated for certain purposes subject to the mutual agreement of the board of land and natural resources and the board of directors of the Hawaii tourism authority in accordance with the Hawaii tourism authority strategic plan. Specifies that these revenues shall be allocated to the special land and development fund. Requires a portion of these revenues to be allocated to the conservation and resources enforcement special fund. Effective 07/01/2050. (SD2)

RELATING TO TRANSPORTATION. Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to quitclaim ownership of roads in favor of counties. Establishes necessary funding for the maintenance and repair of disputed roads through the authorization of a county surcharge on state tax for counties that have not adopted an ordinance pursuant to section 46-16.8, HRS, at the rate of one-half percent. Makes an appropriation. Effective 07/01/2050. (SD2)

RELATING TO COMMUNITY PLANNING. Establishes the transit-oriented development advisory committee to make recommendations about sustainable development projects close to transit. Effective 07/01/2050. (SD2)

RELATING TO THE KAHO‘OLAWE ISLAND RESERVE. Authorizes a portion of the conveyance tax revenues to be paid into the Kaho‘olawe rehabilitation trust fund for the long-term rehabilitation and maintenance of the Kaho‘olawe island reserve. Repeals on the earlier of 6/30/2026 or upon federal and state recognition of the Sovereign Native Hawaiian entity. Effective 7/1/2050. (SD2)

RELATING TO THE DISPOSITION OF THE CONVEYANCE TAX COLLECTIONS TO THE RENTAL HOUSING TRUST FUND. Restores the allocation of conveyance tax collections to the rental housing trust fund to 50% beginning 7/1/2014. Effective 7/1/2050. (SD1)

RELATING TO CONDOMINIUMS. Clarifies the applicability of section 205-4.6, HRS, relating to private restrictions on agricultural uses and activities, to condominium projects on lands classified as agricultural. (SD1)
