RELATING TO PUBLIC SAFETY.

Establishes a task force to make recommendations for the Hawaii Disaster Resilience Plan.  Requires the Legislative Reference Bureau to prepare the plan.  Appropriates funds.  Effective July 1, 2014.

RELATING TO EMERGENCY SHELTERS.

Authorizes the issuance of general obligation bonds to fund the retrofitting of public school buildings so they can also be used as emergency shelters.

RELATING TO RECORDS FOR FORENSIC EXAMINATIONS.

Amends the Hawaii Penal Code with respect to forensic evaluations of defendants when there is a concern about fitness to proceed or penal responsibility, to require public agencies to provide records bout the defendants to the Judiciary, irrespective of confidentiality laws.

RELATING TO DEPARTMENT OF TAXATION CRIMINAL INVESTIGATORS.

Clarify that Department of Taxation criminal investigators who are subject to chapter 76, Hawaii Revised Statutes, also have police powers.

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBER.

Extends the period of separation that a police officer can order under suspicion of physical abuse or harm to 4:30 p.m. on the second business day following the weekend or legal holiday if the forty-eight hour period of separation expires on any Saturday, Sunday, or legal holiday or if the incident occurs after 12:00 p.m. on any Friday, or on any Saturday, Sunday, or legal holiday.

Status

RELATING TO PUBLIC SAFETY.

Provides systematic diversion and reentry programming for low-risk drug offenders by establishing the Diversion and Reentry Pilot Project for Low-risk Drug Offenders.  Effective July 1, 2014, and repealed on June 30, 2016.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to two minutes.  This two minute policy will be enforced to ensure fairness and adequate consideration to all bills.
