RELATING TO FAMILY COURTS. Prohibits courts from considering a person's federal veterans disability benefits in determining whether to award support and maintenance allowances or the amount of such allowance to the person's spouse or former spouse. Effective July 1, 2013.

RELATING TO CONTRACTORS. Increases the fine against unlicensed contractors who commit licensing violations against elders.

RELATING TO STANDARDS OF CONDUCT. Amends ethics law to prohibit private employer compensation of legislative interns. Amends ethics and lobbying laws to further restrict gifts and require additional reporting of expenditures.

RELATING TO STUDENT BIAS. Expands the prohibition against student bias based on sex in educational or recreational programs receiving financial assistance from or using facilities of the state or county by adding race, religion, and sexual orientation.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO AUTHORIZE THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST AGRICULTURAL ENTERPRISES. Proposes an amendment to the Hawaii constitution to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist agricultural enterprises.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 13, OF THE HAWAII STATE CONSTITUTION. Proposes a constitutional amendment to exempt refunding general obligation bonds from the requirement that all general obligation bonds for a term exceeding two years shall be in serial form maturing in substantially equal installments of principal, or maturing in substantially equal installments of both principal and interest.

RELATING TO COURT ORDERS TO PROVIDE MEDICAL TREATMENT FOR INMATES AND DETAINEES IN CORRECTIONAL FACILITIES. Amends procedures for petition and hearing for court-ordered, involuntary medical treatment of inmates and detainees in custody of the department of corrections. (HB948 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
