RELATING TO PSYCHIATRIC FACILITIES. Amends the notice requirements for the discharge of an involuntary patient committed pursuant to a civil or criminal proceeding involving fitness to proceed under sections 704-406, 706-607, or 704-411, HRS. Requires the family court to conduct a timely hearing prior to the termination of a standing commitment order. (SD1)

RELATING TO PROVIDER ORDERS FOR LIFE-SUSTAINING TREATMENT. Increases access to POLST by updating references from "physician orders for life-sustaining treatment" to "provider orders for life-sustaining treatment" throughout chapter 327K, HRS; expanding health care provider signatory authority to include advanced practice registered nurses; and correcting inconsistencies over terms used to describe who may sign a POLST form on behalf of a patient. RELATING TO REPORTING DEATHS TO STATE AGENCIES. Authorizes the Department of Health to disclose, including through electronic means, lists of names of persons whose deaths have been recorded by DOH, to state agencies that maintain official lists of persons and are prohibited by federal law from sharing information from the lists. Sunsets on July 1, 2016. (HB2262 HD2)

RELATING TO THE DISCIPLINARY AUTHORITY OF THE BOARD OF PUBLIC ACCOUNTANCY. Clarifies that the board of public accountancy may take one or more disciplinary actions against any person for violations of public accountancy regulatory law, repeals the maximum amount of time for which the board may suspend or refuse to renew a license or permit, and increases the amount of the administrative fine that may be imposed for any violation. RELATING TO MORTGAGE RESCUE FRAUD. Clarifies definition of "distressed property consultant" and specifies that attorneys must be licensed by, and engaged in the practice of law in, the State of Hawaii in order to fall within the class of exceptions to the definition of "distressed property consultant".

RELATING TO MORTGAGE FORECLOSURES. Requires that an affirmation be filed with the court at the time a mortgage foreclosure action is commenced.

RELATING TO JUDGMENT LIENS. Clarifies that money judgments are considered valid liens against all real property, including registered property, when recorded in the bureau of conveyances.

RELATING TO CONDOMINIUMS. Consolidates into one section under chapter 514B, Hawaii Revised Statutes, the documents, records, and information that must be made available to any unit owner and the unit owner's authorized agents and specifies that these documents, records, and information shall be provided to the unit owner no later than thirty days after receipt of a unit owner's written request. RELATING TO CRIMINAL HISTORY RECORD CHECKS. Allows qualified entities to conduct state and national fingerprint-based criminal history record checks on their applicants, employees, and volunteers who provide care for children, vulnerable adults, or individuals with disabilities, and to receive the results directly. Effective July 2, 2014. (SD1)

RELATING TO CRIME. Updates the offenses of falsifying business records, obtaining a government-issued identification document under false pretenses in the first and second degree, tampering with a government record, and unsworn falsification to authorities, to address the use of new technology and make the offenses applicable to electronic or digital statements, documents, or records. RELATING TO HIGHWAY SAFETY. Specifies that operating a motor vehicle in the State while using a mobile device is deemed a traffic infraction. Specifies that the penalty for such an infraction shall be a fine of $200, or $400 if in a school zone or construction area. Specifies that if a person is under the age of eighteen years old at the time of a second offense, the fine shall be $300, and $400 for the third and subsequent offenses committed while under the age of eighteen years old. Requires collected fines to be deposited in the state highway fund. (SD1)
