RELATING TO LAW ENFORCEMENT. Requires the chief of each county police department to submit an annual report to the legislature of misconduct incidents that resulted in suspension or discharge of a police officer from the calendar year immediately prior to the year of the report submission. Requires the county police departments to provide updated information in each successive annual report until the highest non-judicial grievance adjustment procedure has concluded. Requires the county police departments to retain the disciplinary records in accordance with its record retention policy or for at least six months, whichever period is longer.

RELATING TO PROVISIONAL LICENSES. Authorizes the examiner of drivers to waive the actual demonstration of ability to operate a motor vehicle for persons who have a valid provisional license from another state and who have completed the same requirements of a provisional license in Hawaii. (SD1)

RELATING TO WORKERS' COMPENSATION. Entitles injured employees to up to twenty visits for psychological and psychiatric services under workers' compensation. Requires the visits to take place over a sixty-day period.

RELATING TO PROVIDER ORDERS FOR LIFE-SUSTAINING TREATMENT. Increases access to POLST by updating references from "physician orders for life-sustaining treatment" to "provider orders for life-sustaining treatment" throughout chapter 327K, HRS; expanding health care provider signatory authority to include advanced practice registered nurses; and correcting inconsistencies over terms used to describe who may sign a POLST form on behalf of a patient.

RELATING TO MOBILE ELECTRONIC DEVICES. Amends section 291C-137, HRS, to prohibit the operation of a motor vehicle while using a mobile electronic device held in a person's hand for making or receiving a non-emergency call, texting, or receiving a text message. Adds exemptions to prohibition. Amends the penalties for violations. Deems a violation to be a traffic infraction. Takes effect retroactive to 5/20/2013. (SD1)
