RELATING TO MINIMUM WAGE. Increases minimum wage rate to $8.20 per hour beginning on 01/01/15, $9.15 per hour beginning on 01/01/16, and $10.10 per hour beginning on 01/01/17. Repeals the tip credit. Authorizes the department of labor and industrial relations to adjust the minimum hourly wage to the nearest 5 cents based on the Honolulu region consumer price index beginning on 09/30/17 and on September 30 of each year thereafter to take effect on the following January 1.

RELATING TO WAGE AND HOUR LAW. Increases from $2,000 to $5,000 the amount of guaranteed monthly compensation required to exempt an individual from minimum wage, overtime, and record keeping requirements under the Hawaii Wage and Hour Law.

RELATING TO WAGES AND HOURS ON PUBLIC WORKS. Prohibits private agreements from contravening or setting aside any requirement under chapter 104, HRS. Adds definitions of "contractor" and "public work". Increases the prevailing wage penalty from $1,000 per project and $100 per day to $10,000 per project and $1,000 per day. Clarifies that general contractors are secondarily liable for payment of back wages and penalties imposed on any of their subcontractors. Requires notifications of violations to be final and conclusive unless within 20 days after a copy is sent to the contractor, the contractor files a written notice of appeal.
