RELATING TO PSYCHIATRIC FACILITIES.

Requires the administrator or attending physician of a psychiatric facility to provide notice of intent to discharge a patient or patient's admission to voluntary treatment.  Applies section 334-60.7, HRS, to only civil commitments as a direct result of legal proceedings.  Requires the notice to be served by mail at the person's last known address, unless the person waives this right in writing.  Requires courts to conduct hearings within seventy-two hours to determine if the patient still meets the criteria for involuntary hospitalization.

Status

RELATING TO RECORDS FOR FORENSIC EXAMINATIONS.

Amends the Hawaii Penal Code with respect to forensic evaluations of defendants when there is a concern about fitness to proceed or penal responsibility, to require public agencies to provide records bout the defendants to the Judiciary, irrespective of confidentiality laws.

RELATING TO MOVIE THEATERS.

Requires motion picture theaters open to the general public to provide closed captioning and descriptive narration of each motion picture being shown.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

Submit testimony in ONE of the following ways:

PAPER:  4 copies (including an original) to Room 310 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-6281 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:      For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

                Electronic testimony will be accepted until the start of the hearing.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
