RELATING TO THE BOARD OF DENTISTRY AND DENTAL HYGIENE. Changes the name of the board of dental examiners to "board of dentistry and dental hygiene". Decreases the number of members on the board from twelve to eleven members. Requires four members to be licensed, practicing dental hygienists. Requires at least one of the practicing dentist members to be a practicing dentist with a background in public health dentistry or a license in community service dentistry. Prohibits members from being in any way connected with or having financial interest in any dental examination company.

RELATING TO DENTISTRY. Requires any dentist who prescribes or administers general anesthesia, intravenous-conscious sedation, or conscious sedation in providing dental services to obtain a written authorization issued by the Board of Dental Examiners. Requires site certification for locations where specified anesthesia is prescribed or administered.

RELATING TO DENTISTS. Creates a specialty license for dentists qualified to practice a specialty recognized by the American Dental Association (ADA). Allows the Board of Dental Examiners to establish committees to assist the Board in licensing ADA-recognized specialties.

RELATING TO TELEHEALTH. Requires reimbursement for services provided through telehealth to be equivalent to reimbursement for the same services provided via face-to-face contact between a health care provider and a patient. Clarifies that a health care provider of telehealth includes primary care providers, mental health providers, and oral health providers such as physicians and osteopathic physicians, advanced practice registered nurses, psychologists, and dentists. Amends references to "telemedicine" in the Hawaii Revised Statutes to "telehealth" for consistency.

RELATING TO DISABLED PERSONS. Establishes a bill of rights for disabled persons.

RELATING TO PSYCHOLOGISTS. Removes the requirement that applicants for a license in psychology complete one year of post doctoral training.

RELATING TO CONTINUING EDUCATION. Requires licensed psychologists to complete a minimum of eighteen credit hours of continuing education courses for the licensing renewal period beginning July 1, 2014, through June 30, 2016. Requires at least three credit hours of continuing education to be ethics courses.

RELATING TO HEALTH. Updates the scope of practice for chiropractic to reflect standards, practices, and terminology accepted by the National Board of Chiropractic Examiners.

RELATING TO PODIATRISTS. Conforms the definition of "podiatric medicine" to national standards regarding diagnosis and treatment of the foot and ankle.

RELATING TO PODIATRISTS. Adopts the national standard of a minimum of twenty-four months in an accredited podiatric residency prior to licensure as a podiatrist, beginning on 01/01/2015.

RELATING TO FERAL BIRDS. Repeals the requirement that DOH must first find a danger or injury to health before investigating and abating, removing, or preventing odors and filth resulting from a person feeding feral birds.

RELATING TO FOOD PREPARATION. Exempts the preparation of food for charitable, noncommercial purposes from certain department of health food safety requirements if certain conditions are met.

RELATING TO EPINEPHRINE AUTO-INJECTORS. Authorizes the prescription and stocking of epinephrine auto-injectors by authorized entities. Includes provisions for their use.

RELATING TO EDUCATION. Authorizes Department of Education employees and agents with specified training to volunteer to administer epinephrine to a student with anaphylaxis. Requires training to be conducted by the Department of Health. Amends training requirement for the emergency administration of glucagon. Effective July 1, 2014. (HB1777 HD1)

RELATING TO AGRICULTURE. Permits the acquisition of raw milk and raw milk products by owners of cows, goats, and sheep and cow shares, goat shares, and sheep shares if certain conditions are met. Requires farms and dairies that produce raw milk or raw milk products to register with the department of health. Permits farms and dairies to set up a location near an improved road to distribute their products to owners of cow, sheep, or goat shares. Prohibits the sale and redistribution of raw milk and raw milk products. (HD1)
