MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE DEVELOPMENTAL DISABILITIES DIVISION. Makes an emergency appropriation to enable the Department of Health to continue providing developmental disabilities services to eligible Compact of Free Association adults and children. Effective July 1, 2050.

RELATING TO EARLY LEARNING. Makes an appropriation for the executive office on early learning to enter into contracts with third party providers for family-child interaction learning programs. Effective 7/1/2050.

RELATING TO HOUSING. Authorizes an exemption from the general excise tax but not from county surcharges for development of mixed-use projects in location-efficient areas. Requires certain state agencies to enter into memoranda of understanding with DBEDT to develop mixed-use projects. Authorizes the issuance of general obligation bonds to finance development of affordable rental housing and infrastructure. Appropriates funds to the rental housing trust fund and dwelling unit revolving fund. Effective July 1, 2050.

RELATING TO AFFORDABLE HOUSING. Appropriates funds to improve and increase the existing public housing stock in the State. Authorizes the issuance of general obligation bonds and the appropriation of funds for deposit into the rental housing trust fund and the dwelling unit revolving fund to finance affordable rental housing development and infrastructure development. Appropriates funds for the construction of micro apartment housing units. Appropriates funds to build housing for beneficiaries on Hawaiian home lands. Appropriates funds to build affordable housing projects for veterans. Effective 07/01/2050.

RELATING TO THE DISPOSITION OF THE CONVEYANCE TAX COLLECTIONS TO THE RENTAL HOUSING TRUST FUND. Restores the allocation of conveyance tax collections to the rental housing trust fund to 50% beginning 7/1/2014. Effective 7/1/2050.

RELATING TO HOUSING. Authorizes the issuance of $50,000,000 in General Obligation Bonds to improve the existing public housing stock and increase the supply of public housing units in the State. Effective July 1, 2050.

Requires DLNR to establish a 2-year pilot project to resolve user conflicts on public recreational lands by convening a working group on the island of Oahu to identify and implement management strategies through the execution of a written agreement between interested parties. RELATING TO USE PERMITS FOR SMALL BOAT HARBOR FACILITIES. Prohibits transfer of use permit for a state small boat harbor facility unless specifically provided by law. Allows certain changes in control by parent-subsidiary, brother-sister, or constructive owner possessing permit without loss of right to retain or renew permit. Exempts seller who transfers interest between spouses and children for estate planning from paying Department of Land and Natural Resources passenger-carrying capacity business transfer fee. Effective July 1, 2112.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, OF THE HAWAII STATE CONSTITUTION TO ASSIST DAM AND RESERVOIR OWNERS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to offer loans to assist dam and reservoir owners to improve their facilities to protect public safety and provide significant benefits to the general public as important water sources.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ANAERGIA INC. Authorizes the issuance of special purpose revenue bonds to assist Anaergia Inc. with the development of facilities for renewable non-fossil fuel energy production in Maui. Takes effect 7/1/2050.

RELATING TO THE ESTABLISHMENT OF AN ENVIRONMENTAL INFORMATION MANAGEMENT OFFICE. Establishes an office of environmental information management within the department of health. Effective July 1, 2050.

RELATING TO THE ENVIRONMENTAL COURTS. Establishes environmental courts as divisions within the circuit courts to hear proceedings, including certain chapter 91, Hawaii Revised Statutes, proceedings arising from certain environmental laws. Requires the Judiciary to report to the Legislature the total number of environmental-related cases filed in the last five years. Effective January 1, 2100.

RELATING TO ELECTRICITY PRODUCERS. Establishes the Legislative Utility Review Task Force to review franchises held by investor-owned electric utilities. Effective July 1, 2030.

RELATING TO RENEWABLE ENERGY. Requires the public utilities commission to establish community-based renewable energy tariffs that allow electric utility customers to own portions of a renewable energy facility that sells electricity to the electric utility. Allows an electric utility or anyone to propose a community-based renewable energy project for approval by the Public Utilities Commission. Effective July 1, 2050.

RELATING TO ENERGY. Re-establishes the energy systems development special fund, which was repealed. Amends the amount of the environmental response, energy, and food security tax to be deposited into the existing various funds. Amends the purpose of the hydrogen investment capital special fund to be for the development of hydrogen production, storage, and dispensing infrastructure. Appropriates a one-time unspecified amount from the revenues of the environmental response, energy, and food security tax to be deposited into the hydrogen investment capital special fund. Extends the repeal of various allocations of the environmental response, energy, and food security tax from 2015 to 2030. Effective July 1, 2050.

RELATING TO NATURAL RESOURCES. Establishes a permitting process for geothermal resources development by the BLNR and the appropriate county authorities. Deposits penalties, fees, and costs related to mineral rights into the special land and development fund. Prohibits hydraulic fracturing and disposition within the State of wastewater from hydraulic fracturing through July 1, 2025. Provides for penalties and enforcement. Effective July 1, 2050.
