RELATING TO ECONOMIC DEVELOPMENT. Authorizes the high technology development corporation to create a geriatric research and technology park. Designates unspecified properties to be included in the park. Appropriates funds. Effective July 1, 2050.

RELATING TO THE ECONOMY. Amends the state plan policies, objectives, and priority guidelines to promote and encourage innovative activity in the economy. Effective 7/1/2050.

RELATING TO ECONOMIC DEVELOPMENT. Appropriates funds to the Hawaii Strategic Development Corporation to continue the HI Growth Initiative, an investment program to support high-growth entrepreneurial companies in the State. Requires annual report to Legislature. Authorizes DBEDT, in collaboration with DOA, to perform studies and analysis relating to establishing facilities on the Island of Hawaii for quarantine inspection and treatment and handling incoming and outgoing commodities and appropriates funds for this purpose. Effective July 1, 2050.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS AND NATIONAL AERONAUTICS AND SPACE ADMINISTRATION LASER COMMUNICATIONS GROUND STATION INITIATIVE. Appropriates funds for an engineering assessment of a proposal to establish a laser optical communications ground station in Hawaii. Effective 07/01/2050.

RELATING TO THE MOTION PICTURES, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT. Requires film productions to comply with federal, state, and county laws and secure all necessary film permit approvals with appropriate state or county film offices and any appropriate state or county agencies if a film production takes place on state or county property, in order to be eligible for the motion picture, digital media, and film production income tax credit. Prohibits qualified production costs that have been financed with state funds from qualifying for the motion picture, digital media, and film production income tax credit after 7/1/2014. Prohibits reality television from qualifying for the tax credit. Effective 7/1/2050.

RELATING TO THE HURRICANE RESERVE TRUST FUND. Requires the interest and other moneys earned on the principal of the hurricane reserve trust fund to be deposited into the trust fund instead of being diverted to the general fund. Effective 12/21/2112.

RELATING TO THE INVESTOR EDUCATION PROGRAM. Appropriates funds for educational outreach targeted at kupuna, based on DCCA's existing investor education programs. Effective July 1, 2014.

RELATING TO INSURANCE. Adopts revisions to the National Association of Insurance Commissioners' model laws on Credit for Reinsurance Model Act (Part I), Standard Valuation Law (Part II), Standard Nonforfeiture for Life Insurance (Part III), and Insurance Holding Company System Regulatory Act (Part IV). Takes effect on December 21, 2112. Part I takes effect on December 21, 2113.

RELATING TO TIME SHARES. Eliminates requirement that a manager of a time share plan located outside of Hawaii register in Hawaii as a time share plan manager. Requires the disclosure statement for an offering of a time share plan to disclose that the manager of a time share plan located outside of Hawaii is not registered under Hawaii's time share law. Recognizes that an association of time share owners may be any kind of nonprofit or not-for-profit entity. Makes housekeeping amendments.

RELATING TO THE STATE BUILDING CODE. Modifies the composition, quorum, and duties of the Hawaii state building code council and revises the state building code, including clarifying terminology, the code adoption process, and the staggering of code adoptions. Prohibits the adoption of code provisions that conflict with laws governing contractors. Makes appropriation. Effective July 1, 2112.

RELATING TO PRIVATE GUARDS. Makes registration and licensure requirements for private guards and others acting in a guard capacity permanent; starts continuing education requirement prior to the June 30, 2016, renewal cycle; exempts loss prevention agents from private guard registration and licensure requirements. Effective July 1, 2112.

RELATING TO UTILITIES REGULATION. Aligns statutory language regarding utility ratemaking with widely accepted utility ratemaking principles and ratemaking practices already applied in Hawaii by allowing utilities in the State the opportunity to earn a fair return on utility property that is "used and useful" for public utility purposes. Effective July 1, 2112.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Transfers the administrative placement of the Public Utilities Commission from the Department of Budget and Finance to the Department of Commerce and Consumer Affairs. Authorizes PUC Chairperson to appoint additional management-level employees. Increases compensation of PUC chairperson and commissioners. Establishes executive director of the Division of Consumer Advocacy position which shall also serve as the Consumer Advocate. Makes appropriation. Effective July 1, 2112.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
