RELATING TO TRANSIENT ACCOMMODATIONS TAX. Removes the current cap on transient accommodations tax revenues to be distributed to the counties and establishes the distribution of these revenues as a percentage of TAT collected. Effective July 1, 2050.

Specifies the distribution and allowable uses, subject to agreement between the Hawaii Tourism Authority and the Board of Land and Natural Resources, of Transient Accommodations Tax funds allocated to the Special Land and Development Fund for resource and facilities management costs related to Hawaii Tourism Authority's Strategic Plan.

RELATING TO TOURISM. Amends requirements for HTA's tourism marketing plan to require a single-document Hawaii brand management plan and amends related HTA functions. Makes housekeeping amendments to HTA's functions and duties. Amends requirements for annual report.

RELATING TO THE HAWAII TOURISM AUTHORITY. Amends exemptions granted to the Hawaii tourism authority, under certain conditions, from the supervision of accounts by the comptroller, requirements for publication of consolidated financial statements, and approval of business and accounting forms.

RELATING TO THE TAXATION OF DESTINATION CLUBS. Establishes a tax on annual destination club dues apportioned to the State. Requires destination club membership plan managers to register with the department of taxation and keep records of annual destination club dues apportioned to the State.

RELATING TO TAXATION. Creates a ten per cent tax credit for construction or renovation costs incurred on a qualified hotel facility before December 31, 2019.

RELATING TO TOURISM STIMULUS INCENTIVES. Provides qualified employers an income tax credit of 4.5 per cent of wages paid to qualified employees for a period after completion of hotel and resort construction or renovation. Provides a general excise tax exemption for certain hotel and resort construction or renovation.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIOTORK HAWAII LLC. Authorizes the issuance of special purpose revenue bonds of up to $50,000,000 for BioTork Hawaii LLC for the development and operation of a facility to convert agricultural crops and by-products to biofuels and high-protein feed. Effective July 1, 2014.

RELATING TO THE COUNCIL ON REVENUES. Establishes an Interdepartmental Research Task Force to assist the Council on Revenues in developing economic models for revenue forecasts for state government. Makes an appropriation to Department of Taxation to prepare tax data for use in economic model development and to the Department of Business, Economic Development, and Tourism to assist the Council on Revenues with the development of various economic models. Effective January 20, 2050.

RELATING TO AGRICULTURAL FACILITIES. Authorizes DBEDT, in collaboration with DOA, to perform studies and analysis relating to establishing facilities on the Island of Hawaii for quarantine inspection and treatment and handling incoming and outgoing commodities. RELATING TO HIGH TECHNOLOGY. Amends section 206M-15, Hawaii Revised Statutes, to add Phase II or III Small Business Innovation Research grants to qualifying criteria. Increases the ceiling on transfers from the Hawaii Capital Loan Revolving Fund from $100,000 to an unspecified amount. Effective January 20, 2050.

RELATING TO THE HAWAII HIGH IMPACT CENTER FOR COMMERCIALIZATION. Establishes the Hawaii high impact center for commercialization administratively attached to UH Office of the Vice President for Research and Innovation. Makes an appropriation. Effective January 20, 2050.

RELATING TO WORKFORCE DEVELOPMENT. Authorizes DLIR to establish working groups to identify high growth industries and workforce needs and to develop training programs. Appropriates unspecified funds. Effective January 20, 2050.

RELATING TO TAXATION. Establishes an income tax credit for taxpayers who incur certain expenses for manufacturing products in Hawaii. Applies to taxable years beginning after December 31, 2014. Repealed on January 1, 2023. Effective January 20, 2050.

RELATING TO FUNDING FOR FILM AND DIGITAL MEDIA DEVELOPMENT. Expands funding sources to support the Hawaii film studio and office and film and digital media industry development within the Department of Business, Economic Development, and Tourism. Repeals statutory sections relating to the Hawaii television and film development board, which has been inactive for many years and no longer serves its original funding mechanism purpose. Appropriates funds. Effective January 20, 2050.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS' PLANETARY SUSTAINABILITY TECHNOLOGIES INITIATIVE. Appropriates funds to support planetary sustainability technology demonstrations and university-based competitions. Effective January 20, 2050.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS. Appropriates funds to the Pacific international space center for exploration systems to support administrative and general tasks, strategic program initiatives, and the preliminary development of the Pacific international space center for exploration systems' research and development park. Appropriation. Effective January 20, 2050.
