RELATING TO STATE FUNDS. Repeals the Waialua Loan and Subsidy Program, Kikala-Keokea Housing Revolving Fund, and Kikala-Keokea Infrastructure Development Fund.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Allows the Hawaii Housing Finance and Development Corporation to issue bonds to eligible developers for infrastructure on land owned by the eligible developer for the construction of affordable housing. Authorizes revenue bonds to be issued by the Hawaii Housing Finance and Development Corporation.

RELATING TO PUBLIC HOUSING. Requires the Hawaii public housing authority to designate a resident manager at each federal public housing complex and state low-income public housing project. Establishes four certified public accountant positions to assist with documentation of financial information. Effective July 1, 2050.

RELATING TO HOUSING. Appropriates funding for the Housing First Initiative; for matching funds for HUD-funded Continuum of Care Permanent Supportive Housing Programs; and for the Shallow Subsidy Program. Effective July 1, 2525.

RELATING TO CONDOMINIUMS. Provides that condominium associations may call for the review and discharge of a managing agent hired by the association upon a majority vote by the association members. Effective July 1, 2050.

Amends the appropriations provided in Act 217, Session Laws of Hawaii 2013, for fiscal year 2014-2015 for establishment of the statewide language access resource center and establishment of the multilingual website pilot project administered by the Office of Language Access. RELATING TO HEALTH. Requires vendors who have been awarded contracts through the Centers for Medicare and Medicaid Services durable medical equipment, prosthetics, orthotics, and supplies bidding program to have a physical presence in Hawaii. Effective 07/01/2112.

RELATING TO AGING. Appropriates general funds to provide ongoing financial support to healthy aging programs and services. Requires the Executive Office on Aging to conduct a public education and awareness campaign on long-term care and appropriates general funds for its support and evaluation. Effective July 1, 2014.

RELATING TO AGING. Deletes the provision requiring the Director of Health to hire the Alzheimer's Disease and Related Dementia Services Coordinator. Establishes the Elder Justice Coordinator. Appropriates funds for the Alzheimer's Disease and Related Dementia Services Coordinator position, various senior centers, Elder Justice Coordinator position, and services and programs to prevent elder financial exploitation. Effective July 1, 2050.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
