RELATING TO CERTIFICATION OF GAS TANKLESS WATER HEATERS. Requires certification of gas tankless on-demand water heaters from a North American certification organization to include the Canadian Standards Association International; the Air-Conditioning, Heating, and Refrigeration Institute; or the Gas Appliance Manufacturers Association Certification Program, which list certified products and models. Effective July 1, 2014.

RELATING TO ENERGY PERFORMANCE CONTRACTING FOR PUBLIC BUILDINGS. Provides that agencies entering into energy performance contracts receive budget appropriations and have access to financing options; that an energy performance contract has a maximum term of 25 years, including the construction period; and that agencies implementing performance contracts provide annual reports to the Department of Business, Economic Development, and Tourism. Includes housekeeping measures.

RELATING TO LEED CERTIFICATION. Requires state departments with responsibilities for the design and construction of public buildings, facilities, and schools to design and construct such facilities to obtain LEED certification for all newly-constructed facilities and to obtain LEED certification for such facilities.

RELATING TO RENEWABLE FUELS. Establishes the renewable fuels task force within the department of business, economic development, and tourism. Requires the renewable fuels task force to perform a feasibility study involving locally produced renewable fuels. Requires the renewable fuels task force to report its findings and recommendations to the legislature.

RELATING TO STATE ENTERPRISE ZONES. Expands eligible business activity in the state enterprise zones to include the development of various types of renewable energy by sustainable business corporations, as defined in section 420D-2, Hawaii Revised Statutes.

RELATING TO SEAWATER AIR CONDITIONING. Enables the production of air conditioning in an area or district from a seawater air conditioning cooling system to benefit as an "eligible business activity" under the State's enterprise zones program.

RELATING TO ECONOMIC DEVELOPMENT. Allows the energy resources coordinator and governor to designate areas as energy zones. Provides a state business tax credit to qualifying businesses in energy zones.
