RELATING TO STATE ENTERPRISE ZONES.
Expands eligible business activity in the state enterprise zones to include the development of various types of renewable energy by sustainable business corporations, as defined in section 420D-2, Hawaii Revised Statutes.

RELATING TO SEAWATER AIR CONDITIONING.
Enables the production of air conditioning in an area or district from a seawater air conditioning cooling system to benefit as an "eligible business activity" under the State's enterprise zones program.

RELATING TO ECONOMIC DEVELOPMENT.
Allows the energy resources coordinator and governor to designate areas as energy zones.  Provides a state business tax credit to qualifying businesses in energy zones.
