Establishes an office of environmental information management within the department of health.  Effective 7/01/2050.  (SD1)

RELATING TO ENERGY.

Re-establishes the energy systems development special fund, which was repealed on June 30, 2013.  Amends the amount of the environmental response, energy, and food security tax to be deposited into the environmental response revolving fund, energy security special fund, and agricultural development and food security special fund.  Extends the repeal of various allocations of the environmental response, energy, and food security tax from June 30, 2015, to June 30, 2030.  Effective 07/01/2050.  (SD2)

RELATING TO ELECTRICITY PRODUCERS.

Authorizes the public utilities commission and the division of consumer advocacy to examine all documents and other information and data deemed necessary for the review of power purchase agreements before the commission and division of consumer advocacy, including financial records, projections, cost reports, and other material of third-party electricity producers seeking to sell power to a public utility under a power purchase agreement.  Proposed HD1: Adds Part II which establishes the Legislative Utility Review Task Force to review franchises held by investor-owned electric utilities.  Effective July 1, 2030.

RELATING TO RENEWABLE ENERGY.

Prohibits issuance of building permits beginning 1/1/2016 for new residential single-family dwellings that are part of a master tract or a bulk application for five single-family dwellings or more without dedicated wiring for electric vehicle charging systems that provide level two charging or 240-volt alternating current charging.  Allows county permitting agencies to waive the wiring requirement for new single-family dwellings under certain circumstances.  Takes effect 7/1/2050.  (SD1)

RELATING TO WASTEWATER.

Requires a county to authorize the installation and use of composting toilets in areas that are inaccessible to municipal wastewater systems.  Defines composting toilet.  (SD1)

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR THE PROCESSING OF SEWAGE INTO SEWAGE DERIVED FUEL.

Authorizes the issuance of special purpose revenue bonds to assist Clean Communities, LLC, to process sewage to create sewage derived fuel.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST ANAERGIA INC.

Authorizes the issuance of special purpose revenue bonds to assist Anaergia Inc. with the development of facilities for renewable non-fossil fuel energy production in Maui.  Takes effect 7/1/2050.  (SD1)
