RELATING TO THE MODERNIZATION OF THE HAWAII ELECTRIC SYSTEM. Requires the public utilities commission to adopt rules for improved accessibility to connect to the Hawaii electric system. Requires the commission to initiate a proceeding no later than July 1, 2014, to discuss upgrades to the Hawaii electric system for anticipated growth of customer generation. Appropriates funds to cover costs of the proceeding. (HB1943 HD1)

RELATING TO ENERGY STORAGE. Establishes an income tax credit for each grid-connected energy storage property that is installed and placed in service in the State during the taxable year beginning December 31, 2014; provided that this tax credit shall not be available for taxable years beginning after December 31, 2025. The tax credit may be claimed as either an investment credit or utilization credit. Effective July 1, 2014. (HB2618 HD1)

RELATING TO INTERCONNECTION FEES. Requires the PUC to create an interconnection fee schedule for solar energy generating facilities that provides reduced fees for facilities that have a battery back-up system.

RELATING TO ELECTRIC UTILITIES. Establishes the Legislative Utility Oversight Task Force to review franchises held by investor-owned electric utilities. Requires a report to the Legislature, commencing in 2015 and every five years thereafter. Effective July 4, 2014. (HB1999 HD1)

RELATING TO SOLAR ENERGY DEVICES. Requires award of reasonable attorney's fees and costs to prevailing plaintiff in action against condominium association for preventing solar energy device installation. If common element roof is covered by roof warranty, requires warranty from solar contractor for roof penetration needed for solar energy device installation.

RELATING TO CONCESSIONS. Exempts the airport operation of concessions for wireless and communication services and for advertising from the public concession bidding process. (HB2147 HD1)

RELATING TO CHECK CASHING. Requires check cashers to provide specific additional information relating to deferred deposit transactions. Limits the cumulative fees charged by check cashers. Requires or authorizes specific types of payment plans with customers. Removes retailers from the exemption to the check cashing law.

RELATING TO THE ONE CALL CENTER. Allows for more flexible use of the State's One Call Center funding collected from civil penalties by amending section 269E‑6(e), Hawaii Revised Statutes.

RELATING TO TEMPORARY DISABILITY BENEFITS. Provides temporary disability benefits to employees who suffer disabilities as a result of donating organs.

RELATING TO WORKERS' COMPENSATION. Requires independent medical examinations and permanent impairment rating examinations for workers' compensation claims to be performed by physicians mutually agreed upon by employers and employees. Allows for the use of an out-of-state physician under certain conditions. Repeals on June 30, 2018. (HB1961 HD1)

RELATING TO PROVIDER ORDERS FOR LIFE-SUSTAINING TREATMENT. Increases access to POLST by updating references from "physician orders for life-sustaining treatment" to "provider orders for life-sustaining treatment" throughout chapter 327K, HRS; expanding health care provider signatory authority to include advanced practice registered nurses; and correcting inconsistencies over terms used to describe who may sign a POLST form on behalf of a patient.

RELATING TO GROUP HOMES. Establishes a registry for clean and sober homes within the Department of Health. Appropriates funds. Amends the county zoning statute to better align functions of state and county jurisdictions to comply with federal law. Excludes clean and sober homes from the Residential Landlord-Tenant Code. Effective July 1, 2050. (HB2224 HD1)

RELATING TO THE STATE BUILDING CODE. Modifies the composition of the Hawaii state building code council. Requires the council to report annually to the governor on its activities. Allows for the staggering of the code adoption time frame. Defines and clarifies terminology. Requires that the Hawaii state building codes do not conflict with the laws governing building contractors. Appropriates funds for FY 2014-2015 for the operations of the council.

RELATING TO TAXATION. Amends the corporation income tax by taxing real estate investment trusts without regard to the federal deduction for dividends paid.

RELATING TO LAND USE. Allows for overnight accommodations for bona fide farming operations. Defines bona fide farming operations.

RELATING TO LIQUOR. Proposed HD1: Places the county liquor commissions and county liquor control adjudication boards under the offices of the respective mayors of the counties. Deposits revenues into county general funds. Requires approval from the mayors for expenditures. Requires itemization of costs and expenditures in reports to the mayor. Effective July, 1 2016.

DECISION MAKING TO FOLLOW
